The new immigration reform bill that is being debated in Congress is going to make life really hard for the H-1B folks. While they are suggesting to raise the cap from 65,000 to 115,000; they are also adding a lot of restrictions and conditions that’s going to make it very difficult for tech-firms (Microsoft, Oracle, etc.) to get the talent they need.
They also want to make it point-based and the educational qualification of the applicant must very strictly match the position they are applying for. This can be good or bad depending how rigid they want to be. It also states that no US worker must be displaced from their job 6 months before and after an H-1B worker was hired.
An adverse effect of all this may be that a lot of tech firms will move more and more of their operations overseas.
